Chief of Service – Human Resources Management

About the role

The Office of Human Resources (OHR) is seeking a senior leader to head the Human Resources Management Service within the Disciplinary and Accountability Service (DAS) of the Administrative Law Division (ALD). Based in Nairobi, the Chief of Service will report to the Director of ALD and support the United Nations Secretariat in delivering strategic HR policy, workforce planning and disciplinary oversight.

Key responsibilities

• Provide policy leadership and strategic direction for workforce planning, talent management, and staff development across the Secretariat.
• Oversee performance management, organization‑wide mobility, and duty‑of‑care initiatives for headquarters and field offices.
• Lead the DAS Appeals Section in preparing written and oral submissions for the United Nations Dispute Tribunal.
• Analyse trends and patterns in disciplinary and appeal data to recommend policy changes.
• Advise senior management on high‑risk conduct and reputation matters and represent the Secretary‑General in disciplinary appeals.
• Coordinate with the Office of Human Resources to ensure alignment of HR strategies with the Department of Management Strategy, Policy and Compliance (DMSPC) framework.

Required profile

• Highly motivated and dynamic senior professional with extensive experience in human resources management within an international or multilateral organization.
• Demonstrated knowledge of UN HR policies, disciplinary procedures, and internal justice mechanisms.
• Strong leadership, analytical, and communication skills, with the ability to influence senior stakeholders.
• Proven ability to manage complex projects, interpret data, and develop policy recommendations.
