Commercial Officer II – Revenue Collection

About the role

Kisii Water and Sanitation PLC is seeking a results‑driven and ethical professional to plan, coordinate, and oversee revenue collection. The successful candidate will help the company meet its collection efficiency targets, keep debt at manageable levels, and remain financially sustainable in delivering quality water and sewerage services.

Key responsibilities

• Develop and implement revenue collection strategies and set monthly, quarterly and annual targets.
• Monitor collection efficiency, billing‑to‑collection ratios and debtors’ ageing, reporting regularly.
• Follow up overdue accounts through reminders, demand notices, disconnections and reconnections in line with policy.
• Negotiate and administer payment plans for customers in arrears and recommend write‑offs where appropriate.
• Manage key accounts such as institutions, government agencies, commercial and industrial customers to ensure timely settlement.
• Oversee collection points, mobile‑money, bank and prepaid channels and ensure daily banking and receipt reconciliation.
• Identify and address revenue leakages, fraud and cash‑handling risks.
• Promote digital payment options to improve collection and prepare monthly and annual revenue reports for management and the board.

Required profile

• Diploma in Business Management, Accounting or related field; CPA II preferred.
• Minimum 5 years experience in revenue collection, credit control or billing, with at least 2 years in a utility or service‑based organization.
• Proven record of meeting or exceeding collection targets.
• Supervisory experience is desirable.

Required skills

• Proficiency in MS Excel.
• Experience with billing software or customer management systems.
