Consultant – CEO Endorsement Package for Cuba & Paraguay CBIT II

About the role

The United Nations Environment Programme (UNEP) Climate Change Division seeks a part‑time consultant to develop the full CEO endorsement request package for two GEF mitigation projects – CBIT II Cuba and CBIT II Paraguay. The role is home‑based, with an expected duration of ten months, reporting to the Task Manager for Latin America and the Caribbean.

Key responsibilities

• Lead the preparation of the CEO endorsement document and all required annexes.
• Coordinate and implement the Stakeholder Engagement Plan.
• Design substantive elements including log‑frame, budget, indicators, baseline and alternative scenarios, risk analysis, alignment with national priorities, institutional arrangements, gender action plan, knowledge management, theory of change, and monitoring & evaluation framework.
• Prepare a strategy and methodology outline with a provisional timetable.
• Ensure use of the latest GEF and UNEP templates and consistency with national strategies.
• Collaborate with national consultants, government agencies and other key stakeholders to gather necessary information.

Required profile

• Proven experience in GEF‑funded climate mitigation projects in Latin America or the Caribbean.
• Familiarity with UNEP’s Climate Change Division processes and CEO endorsement procedures.
• Strong coordination and communication abilities to work with national governments, NGOs and donors.
• Ability to produce high‑quality technical documents under tight deadlines.
• Academic background in environmental science, climate policy, international development or a related field.
