Mid-Term Review Consultant – Saint Kitts and Nevis Energy Efficiency

About the role

The United Nations Environment Programme (UNEP) is seeking an experienced consultant to lead the mid‑term and terminal reviews of the GEF‑ID 10856 project aimed at rapid decarbonisation of the energy sector in Saint Kitts and Nevis. The consultancy is home‑based and will report to UNEP’s Climate Change Division, Mitigation Branch.

Key responsibilities

• Author and lead the mid‑term and terminal reviews in line with GEF and UNEP policies.
• Prepare the final evaluation report in English, following UNEP evaluation templates.
• Conduct a comprehensive desk review of project documents, financial statements, progress reports and related evaluations.
• Interview UNEP staff, project managers, steering committee members and key stakeholders in Saint Kitts and Nevis.
• Organise and coordinate a field mission to the country, as agreed with UNEP, to validate findings and recommendations.

Required profile

• Advanced university degree (Master’s or higher) in management, economics, engineering, energy or a related field; a first‑level degree with at least two additional years of relevant experience may be considered.
• Minimum five years of experience working on technical aspects of development projects in Latin America, including evaluation and monitoring.
• Demonstrated experience collaborating with national governments and a solid understanding of GEF guidelines and UNEP evaluation procedures.
