Programme Finance Manager

About the role

Trócaire is seeking a Programme Finance Manager to lead the financial management of its programmes in Gedo, Somalia. The role will oversee budgeting, reporting and compliance for development, humanitarian and unrestricted funds, and provide technical support to partners and internal teams.

Key responsibilities

• Prepare and review programme budgets ensuring alignment with Trócaire and Institutional Funding donor requirements.
• Maintain consistent foreign‑exchange rates for donor budgeting and reporting, applying specific donor policies when required.
• Support programme leads and accountants with technical guidance throughout budget preparation, revisions and submissions.
• Assist the Head of Finance in compiling the Annual Country Budget and drive cost‑recovery initiatives for core Trócaire expenses.
• Receive, analyse and consolidate financial reports from programmes and partners, ensuring timely donor reporting.
• Monitor donor compliance, provide capacity‑building training and technical assistance to partner staff.
• Line‑manage the Programme Accountants, Accountant and Finance Assistant.

Required profile

• Proven experience managing finance for development or humanitarian programmes in an NGO setting.
• Strong knowledge of donor regulations, budgeting standards and financial reporting procedures.
• Demonstrated ability to lead and develop finance teams and to work collaboratively with programme and operations staff.
• Excellent analytical skills and attention to detail.
