Programme Management Officer

About the role

The United Nations Environment Programme (UNEP) is seeking a Programme Management Officer to join the Ozone Secretariat in Nairobi. Reporting to the Senior Legal Officer, the incumbent will support the implementation of the Vienna Convention and the Montreal Protocol, focusing on technical and policy aspects of ozone and climate protection.

Key responsibilities

• Lead technical work on energy efficiency, life‑cycle refrigerant management, end‑of‑life equipment disposal, climate change, cooling and cold‑chain issues.
• Identify and monitor emerging technical and policy issues related to the Montreal Protocol.
• Provide expert advice to Ozone Secretariat staff, Parties and stakeholders on assigned issue areas.
• Prepare briefing and information materials for Parties and other stakeholders.
• Build partnerships with multilateral environmental agreements, international programmes and related processes to enhance cooperation.
• Participate in knowledge‑sharing activities and represent the Secretariat at expert‑level meetings, conferences and seminars.
• Support the Implementation Committee under the Non‑Compliance Procedure by preparing documentation and presenting agenda items.

Required profile

• Demonstrated experience in ozone‑related policy, climate change or energy‑efficiency programmes.
• Strong understanding of the Montreal Protocol and its technical provisions.
• Ability to analyse emerging scientific and policy developments and translate them into actionable guidance.
• Excellent communication skills for preparing briefing notes and engaging with international stakeholders.
