Programme Manager – Business Development Services (NYOTA)

About the role

The Norwegian Refugee Council (NRC) is seeking a Programme Manager to lead the Business Development Services (BDS) component of the NYOTA project, which supports refugee and host‑community youth in Kakuma, Kalobeyei and Dadaab. The role provides strategic, technical and operational leadership to ensure high‑quality delivery aligned with NRC, MSEA and World Bank requirements.

Key responsibilities

• Provide strategic and technical leadership for planning, implementation and quality assurance of the NYOTA BDS programme across target locations.
• Lead development, review and monitoring of work plans, ensuring alignment with NRC strategies, MSEA Terms of Reference and World Bank contractual obligations.
• Coordinate engagement with government, private‑sector, UN agencies and community partners, overseeing multi‑location, multidisciplinary teams.
• Ensure programme approaches are gender‑responsive, disability‑inclusive and adapted to the socio‑economic realities of refugee‑hosting communities.

Required profile

• Master’s degree in a relevant field with 8+ years of experience in entrepreneurship, BDS or livelihoods programming.
• Minimum 5 years managing entrepreneurship/BDS programmes, preferably in refugee or humanitarian settings, and strong understanding of the Kenyan MSE ecosystem.
• Proven experience leading multi‑location, multidisciplinary teams and designing inclusive, gender‑responsive programmes.
• Experience with World Bank‑funded projects and procurement requirements is an advantage.

• Contract: 6‑month fixed‑term (subject to fund approval).
