Programme Policy Officer – Data Analyst (NOA)

About the role

The Programme Policy Officer – Data Analyst (NOA) supports the World Food Programme’s mission by strengthening data‑driven targeting and assurance processes. Working under the Data Analytics Team Lead, the role focuses on improving the identification, prioritisation, and monitoring of vulnerable populations.

Key responsibilities

• Lead the development and operationalisation of a data‑informed framework to enhance targeting of assistance.
• Design, institutionalise and maintain analytical tools that track, flag and report beneficiaries throughout the monthly delivery cycle.
• Identify and flag anomalies across corporate systems (SCOPE, COMET, WINGS) to ensure accurate reconciliation of transfers and programme data.
• Establish and maintain in‑kind reconciliation mechanisms across platforms (COMET, SCOPE, LESS).
• Provide data‑informed assurance and support to area offices as needed.

Required profile

• Proven ability to lead development of data‑informed frameworks and assurance processes.
• Experience working with humanitarian programme data and beneficiary targeting.
• Strong analytical mindset with attention to detail.

Required skills

• Familiarity with WFP corporate systems: SCOPE, COMET, WINGS, LESS.
• Data analysis and anomaly detection techniques.
• Design and maintenance of analytical tracking tools.
