About the role
The University is seeking a senior Registrar to lead Administration and Finance functions. Reporting to the Vice‑Chancellor, the role oversees campus operations, financial management, human resources and institutional development.
Key responsibilities
- Lead and coordinate administrative services supporting academic and operational activities.
- Manage campus facilities, security, transport, procurement and general services.
- Develop, implement and review administrative policies, procedures and systems.
- Coordinate institutional committees, statutory meetings and records management.
- Ensure compliance with legal, regulatory and governance requirements.
- Maintain effective financial controls, prepare and monitor annual budgets and forecasts.
- Oversee preparation of management accounts, audited financial statements and statutory returns.
- Liaise with auditors, banks, regulators, donors and other financial stakeholders.
- Direct workforce planning, recruitment, onboarding, performance management and staff development.
- Implement HR policies, terms of service and employee‑relations frameworks.
- Ensure compliance with labour laws and promote staff welfare and engagement.
- Provide strategic direction for institutional development, strategic planning and performance monitoring.
- Support resource mobilisation, partnerships, grants management and donor relations.
- Oversee monitoring and evaluation of projects, marketing, branding and public image.
- Assist accreditation, quality assurance and continuous improvement initiatives.
- Serve on the senior management team, advise the Vice‑Chancellor and governing bodies, and ensure risk management and internal controls.
Required profile
- Minimum 7 years of senior‑level experience in administration, finance and human resources, preferably in higher education.
- Proven track record in leading large, multi‑functional teams.
- Strong knowledge of financial reporting, budgeting and regulatory compliance.
- Experience with HR policy implementation and staff development.
- Excellent understanding of institutional governance, risk management and strategic planning.
- Ability to build partnerships, manage grants and engage donors.
- High level of integrity, analytical thinking and decision‑making capability.
