Senior Officer – Health Systems Strengthening Delivery Enablement (12‑Month LTE)

About the role

The Senior Officer will lead the design, financing and delivery of primary health‑care interventions across Sub‑Saharan Africa. Reporting to the Africa Team, you will manage a portfolio of grants and performance‑based contracts that strengthen health‑systems architecture and improve outcomes for vulnerable populations.

Key responsibilities

• Negotiate, execute and oversee a complex portfolio of grants or performance‑based contracts aligned with the foundation’s strategy.
• Review letters of inquiry and grant proposals, providing clear written analyses and funding recommendations.
• Engage with grantees and partners through site visits, operational guidance and stakeholder convenings to maximise impact.
• Develop, resource and implement programmes that integrate with other foundation initiatives.
• Contribute to the design of new strategies, collaborations and implementation plans for long‑term sustainability.
• Manage relationships with multiple government counterparts, ensuring non‑partisan, technical engagement.
• Represent the foundation on external committees and forums related to health‑systems strengthening.

Required profile

• Significant experience managing grants, contracts or large‑scale programmes in primary health‑care or health‑systems contexts.
• Strong analytical ability to assess proposals and monitor performance.
• Proven track record of building and maintaining partnerships with NGOs, governments and multilateral agencies.
• Excellent written and verbal communication skills for strategic advocacy and reporting.
• Ability to travel within Sub‑Saharan Africa for site visits and stakeholder meetings.
