Senior Program Officer, Novel Technologies Regional & Transboundary Policy Africa

About the role

The Senior Program Officer will shape and implement cross‑border policy strategies for emerging health technologies across Africa. Working from Nairobi, the role partners with the African Union, regional economic communities and national ministries to align governance frameworks and facilitate coordinated decision‑making.

Key responsibilities

• Lead development and execution of transboundary policy, governance and political strategies for novel health technologies.
• Translate scientific, regulatory and governance dynamics into clear policy and advocacy approaches.
• Identify political‑economy dynamics, cross‑border risks and regional sensitivities influencing technology adoption.
• Engage with AU, AU‑affiliated bodies, and Regional Economic Communities (EAC, ECOWAS, IGAD, etc.) to strengthen coordination platforms.
• Facilitate high‑level regional dialogues, agenda‑setting and policy alignment processes.
• Support governments in navigating emerging cross‑border policy challenges and precedent‑setting governance questions.
• Provide technical leadership on emerging technology governance as the Foundation’s regional strategic adviser.

Required profile

• Advanced degree in public policy, law, international relations, global health or a related field.
• Minimum of 7 years experience in policy, governance or advocacy, with a focus on transboundary governance.
• Demonstrated experience working across multiple African countries, especially in East and West Africa.
• Proven track record of engaging governments, regional institutions and high‑level stakeholders.
• Experience operating in complex, politically sensitive, multi‑country environments.
• Background working with African Union institutions or AU‑affiliated bodies.
• Senior experience within a Regional Economic Community (e.g., EAC, ECOWAS, IGAD) in policy coordination or cross‑border governance.
