Social Policy Specialist - Public Finance for Children

About the role

The Social Policy Specialist (Public Finance for Children) will strengthen UNICEF’s capacity to address fiscal and budgetary barriers that affect child well‑being across diverse contexts, including federal, decentralized, fragile and humanitarian settings. The role provides high‑quality technical assistance and policy advice to UNICEF offices, governments and partners, ensuring that public budgets become more transparent, inclusive and child‑sensitive.

Key responsibilities

• Deliver technical assistance and policy advice to UNICEF country and regional offices, governments and development partners.
• Support capacity development in Public Finance for Children, Financing for Development, climate and green financing.
• Generate, analyse and share evidence to influence policy reforms and strengthen accountability.
• Build and maintain partnerships with governments, international financial institutions, UN agencies and civil society organisations.

Required profile

• Minimum eight years of professional experience in public finance, social policy, or related fields.
• Experience working in federal, decentralized, fragile or humanitarian contexts.
• Proven ability to provide technical assistance and policy advice at national and international levels.
• Demonstrated experience in capacity development, evidence generation and partnership building.
