About the role
The United Nations Office on Drugs and Crime (UNODC) seeks a National Consultant to lead the development of a standardized Criminal Case Taxonomy and associated governance framework for Kenya's justice sector. The consultant will work remotely with travel to focal counties, delivering a suite of technical artefacts to enable interoperable case information exchange.
Key responsibilities
- Develop and deliver an agreed workplan and methodology, including an Inception Report.
- Produce a Baseline System Landscape and Data Inconsistency Report with a field‑by‑field discrepancy matrix.
- Create a Master Classification Registry (MCR) in JSON, XML and CSV, accompanied by a human‑readable PDF reference.
- Design a Unified Data Dictionary and Metadata Schema (JSON Schema/XSD) with supporting technical documentation and legal mapping.
- Draft a Case Information Exchange API Contract (OpenAPI 3.0 YAML) and conduct a validation workshop.
- Prepare a Legacy System Migration and Crosswalk Playbook, providing SQL and Python scripts and an implementation guide.
- Provide a Validation Toolkit including a Python validator, a Postman collection, and pilot findings.
- Develop an Operational Governance Charter, a draft legal notice for gazettement, and a Semantic Versioning protocol for future updates.
- Deliver a final consultancy report in the prescribed template, annexing all deliverables.
