Deputy Director, Programme (Law Division)

About the role

The United Nations Environment Programme (UNEP) Law Division is seeking a Deputy Director, Programme to support the Director in leading the Division’s work on international environmental law, policy development and governance. The role is based in Nairobi and involves high‑level legal advice, strategic planning and coordination with UN bodies, governments and NGOs.

Key responsibilities

• Support the Director in managing and administering the Division, including day‑to‑day operations and acting as officer in charge when absent.
• Serve as Principal Legal Advisor, providing advice on interpretation and application of environmental legal instruments and recommending actions.
• Promote governmental implementation of international environmental goals through law and institutional strengthening.
• Direct staff to analyse emerging policy issues, recommend legal responses and oversee the Programme of Work.
• Oversee human‑resources planning, monitoring and performance management of Division staff.
• Provide legal advice for intergovernmental meetings, conferences and treaty negotiations.
• Develop policies and strategies for UNEP’s environmental law mandate, including the Montevideo Programme.
• Coordinate with UN bodies, MEA secretariats, NGOs, academia and other stakeholders to promote coherent policies.
• Lead data‑collection and analysis efforts to support planning, decision‑making and reporting.
• Perform other related duties as required.

Required profile

• Advanced university degree (Master’s or Doctorate) in international law, international environmental law or a related field, or a Bachelor’s degree with at least two years relevant experience.
• Extensive knowledge of environmental law, multilateral environmental agreements and legal procedures, with ability to provide high‑level legal advice and lead policy development.
