Senior Manager, Ethics and Business Conduct Policy and Governance

About the role

The Senior Manager will provide senior technical leadership for the Integrated Partnership Ethics and Business Conduct (EBC) Executive, driving the design, governance and operationalisation of CGIAR's Ethics and Business Conduct Framework across the partnership.

Key responsibilities

• Lead implementation and continuous improvement of the EBC Escalation Framework, ensuring consistent and comparable approaches.
• Design, maintain and evolve EBC governance structures, operating models, procedures and standards.
• Serve as the principal technical authority for EBC policy, drafting SOPs, guidance notes, reporting protocols and escalation tools.
• Establish classification frameworks, reporting taxonomies and decision matrices to enable robust analytics and oversight.
• Provide strategic advice to the EBC Executive on governance risks, implementation challenges and policy gaps.
• Lead priority strategic improvement initiatives and benchmarking reviews, embedding actionable recommendations.

Required profile

• Extensive senior‑level experience in compliance, ethics, governance or related policy domains.
• Proven ability to advise senior leadership on complex governance and risk matters.
• Strong background in developing and operationalising frameworks and standard operating procedures.
• Experience working in multi‑partner or matrix organisations, preferably in the research or development sector.
