Senior Program Officer, Novel Technologies – Regional & Transboundary Policy (Africa)

About the role

The Gates Foundation is seeking a senior professional to shape cross‑border policy and governance for emerging health technologies across Africa. This role will operate from Nairobi and will influence regional coordination, political strategy, and regulatory alignment.

Key responsibilities

• Lead the design and implementation of a transboundary policy strategy for novel health technologies across East and West African nations.
• Translate complex scientific and regulatory landscapes into clear advocacy and political approaches that foster regional alignment.
• Identify and manage political‑economy dynamics, cross‑border risks, and sensitivities that affect technology adoption.
• Engage with African Union bodies, regional economic communities (EAC, ECOWAS, IGAD) and other transboundary authorities to strengthen governance mechanisms.
• Facilitate high‑level regional dialogues, agenda‑setting sessions and policy‑alignment processes.
• Support national ministries and governments in navigating emerging cross‑border policy challenges and precedent‑setting governance questions.

Required profile

• Advanced degree in public policy, law, international relations, global health or a related discipline.
• Minimum seven years of experience in policy, governance or advocacy within transboundary contexts.
• Proven track record of working across multiple African countries, especially in East and West Africa.
• Experience engaging governments, regional institutions and high‑level stakeholders in politically sensitive, multi‑country environments.
• Background working with African Union institutions or regional economic community bodies is essential.
