Consultant, Health Financing

About the role

The Africa Frontline First Initiative, in partnership with the Africa CDC, seeks a Health Financing Consultant to strengthen primary health‑care financing policies across the continent. Working remotely from Accra, Nairobi or Addis Ababa, you will support domestic resource mobilisation, sustainability frameworks and coordination mechanisms for community health.

Key responsibilities

• Prepare bi‑monthly Africa CDC Continental Coordination Mechanism (CCM) meeting reports with action points.
• Deliver a baseline assessment of Community Health Worker (CHW) programmes in the ECSA‑HC region (by Dec 2026).
• Produce a Community Health Scorecard for the ECSA‑HC region (by Dec 2026).
• Report on two virtual learning workshops on community health financing (by Apr 2027).
• Draft the final Financing and Sustainability Framework for community health (by Jul 2027).
• Compile webinar reports for the Africa CDC‑CCM Financing and Sustainability Sub‑group (Oct 2026 & Jun 2027).
• Generate quarterly AFF support reports to the ACCRA Reset Secretariat (May 2027).
• Create a multi‑country mapping of national budget allocations versus actual community health expenditures (Jun 2027).

Required profile

• Bachelor’s degree in Economics, Development Finance, Public Health, International Development or a related field.
• Demonstrated experience in health financing, public financial management or development finance.
• Ability to work independently in a remote consultancy setting and meet tight deadlines.
