Consultant – Practical Guide for Integrating HIV Services into PHC

About the role

UNICEF is seeking an experienced international consultant to develop a concise, evidence‑based practical guide that supports the integration of HIV services into primary health‑care platforms in low‑burden countries across Africa, Asia, Europe, Latin America and the Caribbean. The guide will translate existing technical guidance into actionable steps, tools and examples for country teams.

Key responsibilities

• Develop a user‑friendly guide that synthesises HIV and PHC integration evidence into practical tools, entry points and case studies.
• Engage with government and partner stakeholders through consultations and validation workshops to ensure relevance and applicability.
• Provide clear, actionable recommendations for early HIV identification, prevention, treatment access and continuity of care within PHC systems.

Required profile

• Master’s degree in public health, medicine, nursing, health systems, HIV/AIDS, primary health care, epidemiology, implementation science or a related discipline.
• Minimum 8 years of progressively responsible experience in HIV programming, primary health‑care or health‑systems strengthening, including development of guidance, tools or operational manuals.
• Fluency in English; working knowledge of French, Spanish or Russian is an asset.

Required skills

• Technical knowledge of HIV service delivery, including paediatric and adolescent HIV.
• Expertise in PMTCT/triple elimination and differentiated service delivery models.
• Experience with primary health‑care integration and community health‑system approaches.
• Ability to synthesize evidence into practical, user‑friendly tools and guidance.
