Economic Cost of Learning Crisis Consultant (5-month, Remote)

About the role

UNICEF is creating a global framework to estimate the economic cost of the learning crisis affecting millions of children. The consultant will develop, test, validate, and document a country‑level analytical model, conduct data analysis, and estimate costs that will be aggregated for regional and global impact assessments.

Key responsibilities

• Develop the methodological approach for estimating the economic cost of the learning crisis at country level.
• Compile and analyse relevant data, construct and test the analytical model.
• Estimate country‑specific, regional, and global costs using the agreed methodology.
• Validate the analytical framework and findings against available evidence.
• Document the model, methodology, and results in line with the Terms of Reference.

Required profile

• Advanced university degree (Master’s or PhD) in Economics, Education Economics, Development Economics, Public Policy, Statistics, Quantitative Social Sciences or related fields.
• Minimum eight years of progressively responsible experience in quantitative economic analysis, education economics, public finance, or human‑capital analysis.
• Proven experience developing economic simulation models, cost‑benefit analyses, or macro‑economic analytical frameworks.
• Experience working with country‑level data and multi‑country aggregations.
