Emergency Officer

About the role

The International Rescue Committee (IRC) is seeking an Emergency Officer to support the planning, implementation, and monitoring of emergency response and disaster risk reduction activities within its country program. The role works closely with the Emergency Manager to ensure timely, effective, and accountable interventions that meet IRC standards and donor requirements.

Key responsibilities

• Assist in rapid needs assessments, baseline surveys, and field assessments to identify humanitarian priorities.
• Support the development of project plans, work plans, budgets, and response strategies.
• Coordinate and implement emergency response activities, ensuring quality, compliance, and adherence to timelines.
• Integrate beneficiary participation, inclusion, protection, and accountability principles into all interventions.
• Provide technical inputs for procurement, verify field supplies, and monitor service delivery.
• Collect, compile, and validate project data for monitoring, evaluation, accountability, and learning (MEAL) purposes.
• Participate in contingency planning and preparedness initiatives.

Required profile

• Demonstrated experience in humanitarian emergency response or disaster risk reduction.
• Strong analytical skills for data collection and needs assessment.
• Ability to work collaboratively with communities, local authorities, and partner organizations.
• Commitment to IRC’s values of safety, dignity, and inclusion.

Required skills

• Experience with rapid assessment tools and baseline surveys.
• Knowledge of humanitarian standards, SOPs, and operational guidelines.
• Familiarity with procurement processes and field verification.
• Proficiency in data collection, validation, and reporting for MEAL.
