About the role
The United Nations Environment Programme (UNEP) seeks an international consultant to strengthen legal, regulatory and institutional capacities in selected Latin American countries for the operationalisation of Article 6 of the Paris Agreement. The consultant will work remotely, coordinating with UNEP staff and national stakeholders to map existing frameworks and identify gaps.
Key responsibilities
- Organise and lead a virtual kick‑off meeting and four online country‑engagement sessions.
- Map actors, rules and institutions related to carbon markets in each target country, including Article 6.2 and Article 6.4 elements.
- Consolidate mapping results into a harmonised table and a descriptive report highlighting information gaps.
- Design and administer questionnaires and conduct interviews with key actors.
- Synthesise interview data and produce a brief note of corroborated findings.
Required profile
- Advanced university degree (Master’s or equivalent) in Environmental Law, Administrative Law, Public International Law or Public Policy, or a first‑level law degree with at least two additional qualifying years of experience.
- Minimum two years of professional experience in environmental or administrative law, with a focus on public policy instruments and institutional design.
- Verified experience in carbon markets and Article 6 of the Paris Agreement.
- Previous work with national government entities in Latin America on environmental matters.
- Fluency in written and spoken English and Spanish.
