External Endline Evaluation Consultant for PAWE Project

About the role

Islamic Relief Kenya is seeking an independent consultant to conduct the external end‑line evaluation of its 18‑month Promoting Access to Water and Education (PAWE) project in Mandera County. The assignment will assess relevance, effectiveness, efficiency, impact and sustainability of the project’s education and WASH interventions.

Key responsibilities

• Design and propose an appropriate study methodology, sampling plan and data‑collection tools.
• Collect and analyse quantitative and qualitative data from beneficiaries, schools, borehole users and relevant authorities.
• Assess the quality and functionality of project‑supported infrastructure, including schools, boreholes and solar‑powered water systems.
• Document community perspectives, gender and inclusion considerations, and the effectiveness of feedback mechanisms.
• Prepare an inception report, draft findings for validation, and deliver a final report with actionable recommendations.

Required profile

• Proven experience in conducting end‑line or impact evaluations for education and/or WASH programmes.
• Strong knowledge of evaluation frameworks (relevance, effectiveness, efficiency, impact, sustainability).
• Ability to work independently in remote field settings and engage with diverse stakeholders.
