Finance and Budget Officer

About the role

The United Nations Environment Programme (UNEP) is seeking a Finance and Budget Officer for its OzonAction Branch in Nairobi. Reporting to the Head of the Branch, the incumbent will provide financial leadership, ensure compliance with UN financial rules, and support budgeting and grant management activities.

Key responsibilities

• Provide corporate guidance to finance staff, issue policies and monitor compliance with UNEP procedures.
• Oversee processing of pledges, preparation of invoices, and accurate recording of contributions.
• Prepare financial reports for donors, intergovernmental and legislative bodies.
• Manage grant establishment, monitor financial life‑cycle of projects, and handle cash and loan balances.
• Ensure UNEP financial records are accurate and reflected in the Annual Financial Statements.
• Liaise with internal and external auditors, coordinate audit requests and follow‑up on recommendations.
• Review legal instruments related to donors and implementing partners.
• Support budget formulation, cost‑estimate finalisation and allocation of funds.

Required profile

• Relevant university degree in finance, accounting, economics or related field.
• Experience in public‑sector or multilateral financial management, preferably within UN or international organisations.
• Strong knowledge of UN financial rules, grant administration and budgeting processes.
• Excellent analytical, reporting and communication skills.
