Head of Finance, Multilevel Partnerships

About the role

The Head of Finance, Multilevel Partnerships will lead CHAMP's subnational climate finance agenda, providing strategic oversight and technical leadership to close the subnational finance gap. Reporting to the Senior Director, Finance and Private Sector, the role blends finance expertise with diplomatic engagement.

Key responsibilities

• Design, deliver and monitor the Climate Finance workstream, ensuring alignment between global reforms, country platforms and technical assistance in Kenya and Colombia.
• Produce actionable analysis of enabling conditions for subnational finance and translate findings into recommendations for governments and finance actors.
• Organise annual knowledge‑exchange series for national and subnational officials, development banks and funders.
• Coordinate advocacy on subnational access to finance, developing concrete asks for MDBs and climate funds.
• Oversee budgeting, contracting and financial monitoring for the workstream and maintain detailed project plans in Asana.

Required profile

• Degree in economics, finance, international development or public policy.
• International experience in subnational climate finance, public finance or development banking.
• Proven track record advising governments or financial institutions on climate finance policy with measurable results.
• Strong diplomatic skills and experience engaging senior officials, MDB representatives and other stakeholders.
• Demonstrated programme management experience across multi‑country projects.
