Human Resource Officer II

About the role

The Independent Policing Oversight Authority (IPOA), which provides civilian oversight of the police, is recruiting a Human Resource Officer II (Grade IPOA 9, position consolidated) in its Human Resource Management department at headquarters, reporting to the Senior Assistant Director, Human Resource Management. The salary range is KES 90,000 to 130,000. The cadre ensures the Authority has the human resource capacity needed to deliver its mandate.

Key responsibilities

• Collect and collate data on human resource management issues and for internal and external reports
• Facilitate recruitment, appointments, promotions, deployment, training and development, leave, discipline, grievances and staff welfare
• Update HR records and information systems
• Advise staff on HR matters and implement HR decisions and workplace safety and health structures
• Draft routine correspondence and provide HR administrative support to line functions
• Carry out training needs assessments, develop training plans and programmes, and orient new staff
• Collect data for salary, allowances, gratuity and benefits processing, and for staff performance appraisals
• Identify and update the department's Risk Management Register

Required profile

• Bachelor's degree in Human Resource Management/Development, Industrial Relations, Business Administration (HR option) or equivalent, or a Social Sciences degree with a Higher Diploma in HRM or equivalent
• Certified Human Resource Professional Part I (CHRP I)
• Membership of the Institute of Human Resource Management (IHRM)
• Certificate in computer application
