Index Development Consultant (Urban Monitoring)

About the role

The United Nations Human Settlements Programme (UN-Habitat) is seeking an experienced consultant to support the development of the Shanghai Adapted Index (SAI) within its Global Urban Monitoring Framework. The role will focus on advancing methodologies that enable cities and countries to monitor progress toward Sustainable Development Goal 11 and the New Urban Agenda.

Key responsibilities

• Assist in designing and refining the SAI framework and its underlying indicators.
• Conduct research and technical analysis to ensure the index is globally applicable and adaptable to local contexts.
• Support pilot testing of the index in selected cities and provide capacity‑building guidance to national and local partners.
• Collaborate with UN‑Habitat’s Data and Statistics Unit and external experts to align the index with global urban monitoring standards.
• Prepare documentation, methodological notes, and reporting materials for both national and global audiences.

Required profile

• Advanced degree in urban planning, statistics, geography, or a related field.
• Proven experience in developing urban indicators, monitoring frameworks, or sustainability indices.
• Familiarity with SDG 11, the New Urban Agenda, and international urban data standards.
• Strong analytical and writing skills, with the ability to convey complex methodology to diverse stakeholders.
