About the role
The United Nations Population Fund (UNFPA) is seeking an individual consultant to lead Phase 1 of the National Midwifery Competency Framework development in Kenya. The consultant will conduct a situational and gap analysis of midwifery education, regulation and clinical practice, providing the evidence base for the subsequent framework design.
Key responsibilities
- Conduct a comprehensive desk review of existing legislation, curricula, policy documents and training materials against International Confederation of Midwives (ICM) standards.
- Design data‑collection tools and carry out key informant interviews and focus group discussions with the Ministry of Health, nursing councils, training institutions and practising midwives.
- Visit a sample of training and clinical facilities in Nairobi to assess implementation realities.
- Analyse findings to produce a situational analysis and a gap analysis, mapping national competencies against ICM domains.
- Present draft findings to the Midwives Association of Kenya (MAK) and the technical working group, incorporate feedback and deliver a final consolidated evidence report.
- Facilitate validation and stakeholder consultation workshops to secure buy‑in for Phase 2 of the framework.
Required profile
- Demonstrated technical expertise in conducting situational and gap analyses for health‑sector programmes.
- Experience working with midwifery education, regulation or clinical practice, preferably in Kenya or similar contexts.
- Proven ability to engage multiple stakeholders, synthesize technical information and produce high‑quality reports.
