International Consultant – Anti‑Trafficking Expert

About the role

The International Consultant will lead a series of capacity‑building initiatives to strengthen Madagascar’s response to human trafficking. Working closely with police, gendarmerie, prosecutors and anti‑TIP units, the consultant will design and deliver intensive training workshops and develop operational guidelines.

Key responsibilities

• Deliver five five‑day basic training workshops on TIP case indicators for Malagasy police and gendarmerie across multiple cities.
• Provide continuous mentoring and capacity building for prosecutors and Anti‑TIP units, including four five‑day workshops on TIP case management.
• Conduct five five‑day workshops on national data collection and reporting tools for frontline officers and the Anti‑TIP Bureau.
• Develop comprehensive guidelines and SOPs for investigators and prosecutors handling CSE and CST cases.
• Draft a revised anti‑TIP National Action Plan (NPA III) for submission and validation with national counterparts.

Required profile

• Proven experience in anti‑trafficking investigations, training, or capacity‑building programmes.
• Familiarity with law‑enforcement and prosecutorial processes related to TIP.
• Ability to develop clear operational guidelines and policy documents.
• Willingness to travel to various locations within Madagascar.
