International Environmental and Social Safeguards Expert

About the role

The International Environmental and Social Safeguards Expert will provide specialised ESS expertise to strengthen the safeguards framework of the GEF/LDCF‑financed Comoros Ecosystem‑based Adaptation project, ensuring compliance with UNEP/GEF requirements.

Key responsibilities

• Review project documentation, identify gaps, and define a methodology and workplan for ESS screening and field verification.
• Conduct field missions to priority sites in Grande Comore (and, if feasible, Mohéli) to assess environmental and social risks and gather data for updated safeguards instruments.
• Update and strengthen the project Environmental and Social Safeguards Risk Identification Form (SRIF) and re‑screen activities against UNEP ESSF guiding principles.
• Support the operationalisation of the approved Environmental and Social Management Framework (ESMF), including preparation or review of site‑specific ESIA, ESMP, Indigenous Peoples and Cultural Heritage plans.
• Prepare inception and progress reports, and strengthen the capacity of the project safeguards specialist through knowledge transfer.

Required profile

• Extensive experience in international environmental and social safeguards, preferably with UNEP, GEF or similar multilateral organisations.
• Proven ability to conduct field‑based verification and risk screening for climate‑adaptation projects.
• Strong understanding of ESS frameworks, ESMF, ESIA, ESMP and related safeguard instruments.
