Logistics Management Specialist – Lead LOTS MPT Support

About the role

The Logistics Management Specialist will serve as the Lead Logistics Over‑The‑Shore (LOTS) Manpower, Personnel, and Training (MPT) Product Support Provider within the Headquarters Business Directorate of the Naval Facilities Institute. This position is responsible for shaping logistics policies, evaluating contractor performance, and ensuring seamless integrated logistics support throughout equipment life‑cycles.

Key responsibilities

• Write and maintain program policies supporting Integrated Logistics Support (ILS) mission requirements.
• Develop logistic evaluation criteria to measure contractor progress and compliance.
• Monitor, evaluate, and coordinate execution of ILS for major equipment and systems, including cost tracking using IMS schedule and reporting tools.
• Resolve ILS challenges by creating new approaches and procedures.
• Coordinate ILS plans to support equipment and system activities across their life‑cycle.

Required profile

• At least one year of specialized experience equivalent to the GS‑12 grade level in the Federal service or comparable private/public sector experience.
• Experience performing Manpower and Training Requirements Planning (MTRP) and developing Navy Training System Plans (NTSP) for military equipment.
• Background in curriculum development, Instructional Systems Design (ISD), and managing training lifecycles for complex technical systems.
• Experience serving as a Contracting Officer’s Representative (COR) or in contract administration, including drafting technical specifications, reviewing deliverables, and monitoring contractor performance.
