Monitoring, Evaluation and Learning Officer
SNV · Nairobi
Job description
About the role
TUMAI MAJI is a five-year, Embassy of the Kingdom of the Netherlands-funded programme tackling water insecurity in Kenya's Arid and Semi-Arid Lands, implemented as a consortium led by SNV, RWMS Kenya and IHE Delft. SNV Kenya is seeking a MEL Officer to coordinate the consortium-wide MEL system, working with the Project Manager, the PMU, system leads, partner MEL focal points and implementing partners. The position is based in Nairobi.
Key responsibilities
- Coordinate the integrated MEL system across the four systems, maintaining the MEL framework, indicator protocols, data collection tools and reporting calendar.
- Lead monitoring, data collection and quality assurance, including field monitoring visits, a digital MEL database and disaggregated data.
- Coordinate the baseline (2027), midline (2029) and internal endline (2031) evaluations, and use mixed-methods and contribution analysis to assess systems change.
- Run the Learning Framework, including semi-annual Pause and Reflect sessions, annual cross-partner workshops and yearly in-county sessions, and turn findings into learning briefs and recommendations.
- Prepare annual EKN narrative reports, IATI reporting and other deliverables, and ensure results are traceable to sources.
- Integrate GESI, climate resilience, human rights and conflict sensitivity into monitoring and evaluation, and build MEL capacity among partners.
Required profile
- At least five years of MEL experience in donor-funded programmes, covering the full MEL cycle.
- Bachelor's degree in monitoring and evaluation, social sciences, development studies, statistics, economics, water/environmental management or a related field; a Master's is an advantage.
- Professional training or certification in monitoring and evaluation is required.
- Experience measuring outcomes and systems change, and coordinating MEL across partners or locations.
- Excellent written and spoken English; willingness to travel to the five target counties.
Required skills
- Mixed-methods data collection and analysis, including surveys, interviews, focus groups and administrative data.
- Data management, analysis, visualisation and MEL tools; digital dashboards and databases are an advantage.
- Familiarity with donor indicator frameworks and results-based reporting; EKN/DGIS or IATI experience is an advantage.
The role reports to the Project Manager with a dotted line to the Country MEL Advisor. Applications are submitted online through the SNV recruitment portal by 13 November 2026.
