Job description
About the role
UNODC is seeking a national consultant to assess, design, develop, integrate, test and support the deployment of an enhanced Convicted Sexual Offenders Electronic Register (CSOER) in Kenya. The CSOER is maintained by the Judiciary of Kenya and holds information on persons convicted of sexual offences; it is currently fragmented across several justice-sector systems and needs integration and biometric functionality. Key responsibilities
- Inception and system assessment: review the CSOER architecture, database, workflows, security and integration needs, define requirements with the CSOER Registry, Directorate of ICT and other stakeholders, and prepare an inception report.
- Design and develop system enhancements and interfaces with priority institutions such as the Kenya Prisons Service and the Department of Immigration Services.
- Integrate automated biometric fingerprint and facial image capture and identification into CSOER.
- Support auditing, cleansing, validation and migration of existing CSOER data, and strengthen security, access controls, audit trails and reporting.
- Carry out system integration, security and user acceptance testing, and deliver technical documentation, knowledge transfer and deployment support.
Deliverables
- Inception report and implementation methodology, including work plan, timelines, testing, data migration and deployment plans.
- Technical design and system architecture report, covering security requirements, biometric integration and data migration strategy.
- The enhanced CSOER system with integrated interfaces, technical documentation and testing artefacts.
- Biometric integration, data migration and testing report, including defects and readiness for pilot deployment.
- Deployment, training and technical handover report.
- Final consultancy report summarising activities, enhancements, testing results, training and recommendations for full-scale implementation.
