Program Excellence Officer

About the role

The Program Excellence Officer (PEO) coordinates, implements and monitors Living Goods’ Technical Assistance model in an assigned county, ensuring high‑quality, data‑driven support that aligns with government priorities.

Key responsibilities

• Coordinate day‑to‑day implementation of TA activities, develop and track county‑level workplans, and ensure timely delivery of trainings, supervision and review meetings.
• Strengthen County Health Management Team capacity in supervision, data use, planning, budgeting and performance management, providing hands‑on mentorship.
• Lead data collection, validation and reporting; facilitate monthly data review meetings, data quality audits and use of dashboards (eCHIS, DHIS2, AfyaBI) for decision‑making.
• Represent Living Goods in county‑level technical working groups, advocate with county leadership for policy adoption and domestic financing.
• Manage operational, financial and administrative aspects of TA implementation, ensuring compliance with Living Goods policies and safeguarding standards.

Required profile

• Bachelor’s degree in a relevant field.
• Minimum 7 years of relevant experience with supervisory responsibilities.
• Strong coordination, project management and analytical skills.
• Excellent written and oral communication, relationship‑building and problem‑solving abilities.

Required skills

• Experience with eCHIS, DHIS2 and AfyaBI digital health platforms.
• Proficiency in data analysis, monitoring and learning (MEAL) processes.
• Ability to develop and implement performance management frameworks and training cascades.
