Program Excellence Officer (PEO)

About the role

Living Goods improves access to essential healthcare in underserved regions, especially sub-Saharan Africa, through community health workers and government partnerships. The Program Excellence Officer (PEO) coordinates, implements and monitors the organization's Technical Assistance (TA) model within an assigned county, working closely with the County Health Management Team (CHMT) and partners to strengthen community health systems. The position reports to the Senior Program Manager.

Key responsibilities

• Coordinate day-to-day implementation of TA activities in the county, lead county-level workplans and Improvement Operational Plans, and facilitate coordination with digital health, MEAL, technical and finance teams.
• Strengthen CHMT and SCHMT capacity in supervision, data use, planning, budgeting and performance management, and mentor county and sub-county teams.
• Act as the main liaison with the County Department of Health, represent Living Goods in county TWGs and meetings, and support advocacy for domestic financing and policy adoption.
• Ensure timely, accurate collection, validation and reporting of performance data; lead monthly data reviews and performance discussions; run data quality audits and promote use of dashboards such as eCHIS, DHIS2 and AfyaBI.
• Support operational, financial and administrative planning, monitor partner and vendor engagements, and coordinate logistics for trainings and field activities.
• Identify and report operational, political and security risks, including those linked to the 2027 elections, and embed TA practices into county structures for sustainability.

Required profile

• Bachelor's degree in a relevant field.
• A minimum of 7 years of relevant experience, with supervisory skills.
• Strong coordination and project management skills, analytical and data interpretation abilities, and relationship-building skills.
• Integrity, accountability and results orientation, with strong written and oral communication.
