Program Manager - STEP Project (Kenya)
wusc · Nairobi
Job description
About the role
The Strengthen Skills Training Ecosystems & Pathways (STEP) project in Kenya is a seven-year initiative led by WUSC, a Canadian global development organization, aimed at improving economic well-being for displaced and host-community youth. The STEP Program Manager acts as the Field Implementation Lead, reporting to the Project Director, and oversees economic pathways and livelihood activities in Kakuma, Kalobeyei and Dadaab. The post is full-time, based in Nairobi, with a two-year term and an expected start date of November 2026.
Key responsibilities
- Turn the approved Annual Work Plan into quarterly execution plans and build commercial links with private firms, aggregators, off-takers, BPO agencies and financial service providers, while enforcing the rule that market demand comes first.
- Supervise Economic Inclusion and Livelihood Officers in Kakuma and Dadaab and the Operations Officer in Nairobi, and coach them and local partners toward systemic market facilitation.
- Guide local implementing partners such as SIR, TUPADO, the Dadaab Collective and ROAD, and coordinate with global partners and TVET institutions.
- Ensure compliance with the Feminist International Assistance Policy (FIAP) and GESI, with at least 60% young women participants, and integrate inclusion enablers such as mobile childcare units and safe commute options.
- Enforce environmental screening and occupational health and safety audits across vocational workshops and digital hubs, and maintain grievance redress mechanisms.
- Support the Project Director in preparing agendas for the annual Project Steering Committee and bi-annual field advisory committees, and oversee expenditure compliance, including dual signatures for spending above KES 100,000.
- Work with the MERL Officer to track performance indicators by sex, age, disability and displacement status, measuring success by income transitions, earnings and business survival.
