Programme Adviser – Human Rights & Gender Inclusion (P5)

About the role
The Programme Adviser provides senior technical guidance on human rights, reproductive rights and gender inclusion within UNFPA’s Gender, Human Rights Branch. Reporting to the Branch Chief, the adviser shapes strategic positions, policies and operational strategies that align with the Sustainable Development Goals and the ICPD Programme of Action.
Key responsibilities
- Identify priority human‑rights issues, especially reproductive rights, and develop UNFPA strategic positions, policies and evidence‑based arguments.
- Support the mainstreaming of human rights and the "Leaving No One Behind" agenda in national and regional sexual and reproductive health initiatives.
- Lead efforts on Indigenous issues, disability inclusion, persons of African descent, LGBTQI+ rights and other inclusion priorities.
- Coordinate with other UNFPA branches, the Geneva Liaison Office and external partners to ensure coherent advocacy and programme delivery.
- Provide strategic technical support in contexts of polarization, crises and climate‑induced humanitarian situations.
Required profile
- Extensive experience in human‑rights, gender equality and reproductive health policy at senior (P5) level.
- Proven ability to develop strategic frameworks and influence multi‑stakeholder environments.
- Strong understanding of the SDGs, ICPD outcomes and UNFPA’s strategic plan.
- Excellent analytical, communication and coordination skills.
