Programme Technical Advisor – Dairy & Poultry Pilot

About the role

The Programme Technical Advisor will lead the technical implementation of a 36‑month dairy and poultry producer‑organisation pilot across seven Kenyan counties. The role focuses on translating programme design into effective field delivery, building capacity of field teams and producer organisations, and achieving measurable improvements in incomes and gender outcomes.

Key responsibilities

• Develop and oversee annual and quarterly work plans, ensuring alignment with programme components and quality‑assuring transition and recovery plans.
• Support producer organisations, cooperatives, CBOs and SHGs to establish robust financial management systems, governance structures and access to appropriate financial products.
• Conduct market assessments, coordinate buyer mapping, aggregation planning and design group marketing contracts for dairy and poultry value chains.
• Mainstream gender equality, youth inclusion and safeguarding across all interventions, and design grievance mechanisms.
• Design and deliver joint training, on‑the‑job coaching and technical accompaniment for field staff and PO managers.
• Establish partnerships with county governments, development partners and stakeholders, and facilitate peer‑learning among producer organisations.
• Implement and monitor a results framework covering institutional maturity, commercial performance, behavioural change and gender‑responsive indicators.

Required profile

• Bachelor’s degree in Agricultural Economics, Agribusiness, Cooperative Management, Finance, Rural Development or related field.
• At least 5 years’ experience in producer‑organisation or cooperative development in East Africa, including 2 years in a technical leadership or advisory role.
• Demonstrated experience in cooperative governance, financial management, market linkages, value‑chain development and gender mainstreaming.
• Excellent communication skills in English and Kiswahili, strong integrity and results orientation.
• Willingness to travel frequently across the seven pilot counties.
