Regional Financial Comptroller

About the role

IOM is hiring a full-time, on-site Regional Financial Comptroller in Nairobi, Kenya. The role oversees regional financial operations, manages budgets, monitors expenditure, strengthens internal controls and ensures compliance with organisational policies and donor requirements. It is a management-level position.

Key responsibilities

• Lead the development and implementation of short- and long-term financial management plans and strategies at the regional level, in line with IOM's global financial policies.
• Provide strategic financial advice to Regional Office management and Country Office management, working with Headquarters and Administrative Centres.
• Guide and train Resource Management Officers and finance staff on financial and administrative policies.
• Monitor financial and administrative processes at regional and Country Office levels, conduct periodic visits to Country Offices and communicate findings to management.
• Strengthen internal controls, coordinate with the Regional Risk and Compliance Officer and the Department of Financial and Administrative Management, and promote the Compliance Control Self-Assessment Tool and the Risk Register Matrix.
• Facilitate segregation of duties in Country Offices, including in the ERP system, and perform delegated approvals and reviews.
• Oversee financial planning, monitoring and reporting, including project financial performance, and identify and escalate financial risks.
• Oversee the Regional Office budget submission and monitor Country Office budgets and forecasts.
• Optimise cash management and bank account structures under the guidance of the Treasury Division and promote global payment solutions.
• Ensure compliance with donor reporting requirements, follow up on audit recommendations, supervise finance and administrative staff, lead finance capacity building and represent IOM in inter-agency financial discussions.

Required profile

• Master's degree in Business Administration, Finance, Accounting or a related field with ten years of relevant experience, or a university degree with twelve years of relevant experience.
• Demonstrated leadership in financial management with at least ten years of progressively evolving responsibilities in an international, decentralized or multinational environment.
• Experience in financial analysis, feasibility studies, trend and ratio analysis, and negotiation with member states and donors.
• Substantial experience with IPSAS or IFRS; experience in field operations of similar-sized international organizations is an advantage.

Required skills

• Good communication, people management and interpersonal skills.
• Knowledge of IOM and/or UN financial regulations is desirable.
• Track record of remotely managing decentralized financial and accounting functions.
• Language proficiency and excellent drafting skills.
