About the role
NTU International is seeking a Senior Institutional Reform / Public Governance Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance project. The role will focus on strengthening institutional capacities, governance systems and public sector effectiveness across the ECOWAS region.
Key responsibilities
- Conduct institutional assessments, governance diagnostics and organisational reviews of transport‑related entities.
- Develop and implement institutional reform strategies and governance improvement plans.
- Advise ECOWAS institutions and Member States on public sector governance, coordination and regulatory effectiveness.
- Support the establishment and strengthening of transport governance structures, coordination mechanisms and operational procedures.
- Prepare institutional analyses, governance frameworks, policy recommendations and technical reports.
- Design and deliver capacity‑building programmes, organisational development initiatives and institutional learning activities.
- Promote good governance principles, transparency, accountability and stakeholder participation.
- Coordinate with ECOWAS institutions, national authorities, development partners and regional stakeholders.
- Contribute to monitoring, reporting and evaluation of reform and governance activities.
Required profile
- Master’s degree in public administration, governance, political science, economics, institutional development, law or a related field.
- Minimum 10 years of professional experience in institutional reform, public sector governance or organisational development, with at least 7 years in advisory or capacity‑development roles.
- Proven experience on governance or infrastructure projects in developing countries, preferably in Sub‑Saharan Africa.
- Experience with international development cooperation and donor‑funded programmes.
