Sr. Policy Manager, Embedded Labs Program

About the role

The Senior Policy Manager will lead IPA’s Embedded Labs program, helping governments generate and use data for evidence‑based policymaking. Working closely with the Senior Director of Embedded Labs, the role drives program growth, internal learning systems, external outreach, and ensures individual lab engagements stay on track.

Key responsibilities

• Provide technical assistance and project management support to Embedded Labs from design through implementation.
• Support monitoring, evaluation, and learning (MEL) to assess program progress and impact.
• Develop and deliver onboarding materials, trainings, and knowledge‑management resources for staff and partners.
• Produce case studies, toolkits, evidence reviews and contribute to the program’s communication strategy.
• Identify and pursue business development and fundraising opportunities, and manage grant reporting.
• Coordinate strategic events such as summits, workshops, technical working groups, and the annual Cross‑Country Learning Exchange.

Required profile

• Master’s degree in economics, development, international relations, public administration, public policy or a related field (or equivalent experience).
• At least 3 years of relevant experience in policy, program management, or development work.
• Demonstrated ability to work collaboratively with government partners and multi‑disciplinary teams.
