Supply Chain Management Officer II

About the role

The National Quality Control Laboratory (NQCL), a semi-autonomous government agency established under the Pharmacy and Poisons Act, is recruiting one Supply Chain Management Officer II in Nairobi. NQCL tests and ensures the quality control of drugs and medicinal substances and is implementing a World Bank-funded project aimed at reaching WHO Maturity Level 3 status. The position is entry-level, contract (2 years), grade NQCL 8.

Key responsibilities

• Implement supply chain management policies, standards, strategies and guidelines.
• Take part in reviewing tender notices, notices of award/regrets and tender acceptance processes, and in compiling and evaluating tenders.
• Help formulate supplies, procurement and inventory manuals, and prepare agendas and minutes for the tender and procurement committee.
• Compile annual procurement and disposal plans data, conduct demand planning, inspect utilization and take stock of supplies.
• Prepare a prequalified list of suppliers and maintain reorder levels by replenishing stock in good time.
• Carry out stock control, reconciliation, stock taking and stock audits, and update inventory records.
• Draft tender and contract documents and implement the vision plan.

Required profile

• Bachelor's degree in Purchasing and Supplies Management, Business Administration (Supply Chain option), Procurement and Logistics, Commerce (Supplies Management option) or an equivalent relevant qualification.
• Alternatively, a degree in Business Administration, Finance and Accounts, Commerce or another relevant field plus a Diploma in Purchasing and Supply Chain Management or equivalent from a recognized body such as the Chartered Institute of Purchasing and Supplies.
