WASH Technical Advisor, Operations and Maintenance

About the role

Splash is seeking a WASH Technical Advisor focused on Operations and Maintenance (O&M) to turn its global O&M strategy into locally owned, sustainable models. The role supports the transition from infrastructure delivery to reliable daily school WASH services in pilot countries such as Zambia, Ethiopia, and Malawi, and will inform future expansions.

Key responsibilities

• Support country teams in implementing Splash’s sustainable O&M strategy across workplans.
• Translate the global O&M strategy into actionable plans, tools, decision gates, and guidance for pilot, delivery, and exit phases.
• Coordinate with governments, utilities, maintenance providers, and supply‑chain partners to ensure systems for maintenance, financing, workforce, and accountability are in place before handover.
• Monitor and evaluate O&M performance at school level to ensure daily reliability of water, sanitation, and hygiene services.
• Document lessons learned and develop scalable models for future city implementations.

Required profile

• Manager‑level experience working at the intersection of systems‑level policy and on‑the‑ground service delivery.
• Proven ability to collaborate with government agencies, utilities, and local partners in low‑resource settings.
• Strong analytical and planning skills to design and operationalize O&M frameworks.
• Excellent communication skills for cross‑cultural teamwork and stakeholder engagement.
