Consultancy to Validate and Synthesize Market Evidence for Women’s Economic Inclusion in Kenya

About the role

RefuSHE is seeking an experienced consultant to validate and synthesize existing market evidence on women’s economic inclusion, livelihoods and market systems in Kenya. The consultant will assess current evidence against the 2026 context, fill critical gaps with targeted primary research, and translate findings into actionable livelihood pathways for the Angaza programme.

Key responsibilities

• Conduct a comprehensive evidence mapping, grading each source for recency, methodology, geography, gender/refugee lens and relevance to 2026.
• Synthesize findings into structured matrices, identifying trends, contradictions and gaps, and classify evidence as valid, changed, outdated or inconclusive.
• Design and implement proportionate fieldwork to validate priority findings with employers, market actors, women entrepreneurs and key informants.
• Produce interim and final reports, including sector scoring, programme validation and strategic recommendation matrices for 2026‑2030 investment.

Required profile

• Post‑graduate degree in economics, development studies, livelihoods or a related field.
• Minimum 8 years of experience in market systems, livelihoods or economic inclusion research, preferably with refugee contexts in Kenya/East Africa.
• Proven expertise in labour‑market and value‑chain analysis, gender‑responsive research and mixed‑methods approaches.
• Fluency in English and Swahili; working knowledge of Arabic and French is desirable.

Required skills

• Mixed‑methods research design and data analysis (qualitative and quantitative).
• Evidence‑synthesis methodology, including systematic search, grading and contradiction resolution.
• Labour‑market and value‑chain analysis, with ability to translate findings into programme recommendations.
• Ethics, safeguarding and data‑protection compliance, including Kenya Data Protection Act.
