About the role
UNICEF is seeking a Consultant to act as Programme Manager for the SHINE (Sustainable Health Investment through National Economists) initiative. Based in Nairobi, the consultant will support the start‑up phase of the programme, ensuring a unified results architecture and coordinating activities across the first cohort of 20 country offices.
Key responsibilities
- Define and finalise the programme’s results architecture to ensure consistent reporting across all country offices.
- Coordinate with the 20 pilot country offices, following up on funding allocations and next‑step actions.
- Develop communication materials on SHINE in both French and English and prepare them for distribution by the October deadline.
- Work under the guidance of the Senior Adviser and Global Lead, Health Economics and Financing, drawing on existing decision memoranda and strategy drafts.
- Support the integration of health economists within ministries of health and finance on topics such as primary health‑care costing, benefit‑package design, donor transition, domestic resource mobilisation and health‑insurance design.
Required profile
- Proven experience in health economics, health financing or related programme management.
- Experience working with government ministries (Health and Finance) and multi‑country coordination.
- Ability to produce clear technical documents in English and French.
- Strong analytical skills to develop and harmonise results frameworks.
