Digital Health Systems Strengthening Officer

About the role

The Regional Digital Health Strengthening Officer provides technical capacity strengthening for government‑led community health digital transformation, supporting digital health service delivery and offering technical assistance to county and sub‑county health teams.

Key responsibilities

• Support counties in establishing or strengthening digital health governance structures such as steering committees and technical working groups.
• Train, coach and mentor government staff to implement, maintain and support community health digital systems.
• Review digital health policies and standards, recommending improvements to align with national frameworks.
• Develop and disseminate digital job aids, user guides and troubleshooting manuals.
• Facilitate peer‑learning sessions and promote continuous knowledge sharing across counties.
• Participate in health management team meetings and collaborate with partners to align digital health priorities.
• Monitor device synchronization rates, support data verification processes and promote data‑driven decision‑making.
• Provide technical assistance for incident, change and problem management, including root‑cause analysis.
• Support implementation of ICT asset management, device lifecycle management and sustainable device security practices.
• Identify opportunities for process automation, support pilot testing of new functionalities and contribute to regional performance dashboards.

Required profile

• Bachelor’s degree in Informatics, Computer Science or a related field.
• Relevant technical certifications are preferred.
• Strong systems thinking to understand interdependencies in digital health ecosystems.
• Strategic thinking to translate digital health priorities into practical regional support approaches.
• Excellent stakeholder management and facilitation skills.
• Ability to analyse system performance data and prepare clear reports.
