DREF Delegate – Disaster Response Funding

About the role

The DREF Delegate supports the planning, allocation and monitoring of the Disaster Relief Emergency Fund (DREF) across the Africa Region, ensuring rapid, compliant and effective funding for emergency operations.

Key responsibilities

• Monitor risk alerts and guide National Societies and IFRC delegations on DREF eligibility, allocation requests and anticipatory actions.
• Facilitate the DREF approval process, consolidating technical inputs from health, WASH, logistics, finance and other support services.
• Provide technical guidance on DREF grant use, compliance with IFRC Emergency Response Framework and Result Based Management standards.
• Coach and mentor National Societies and IFRC staff on DREF procedures, capacity‑building and quality reporting.

Required profile

• Degree in Disaster Management, International Development or related field.
• 3–5 years of progressive experience in disaster response operations across multiple countries.
• Experience supporting emergency operations in the African context and familiarity with regional risk patterns.
• Fluent English and good command of another IFRC official language (French, Spanish or Arabic).

Required skills

• Proficiency with IFRC planning, reporting and finance tools for DREF.
• Strong knowledge of RBM tools, CEA, PGI and PMER standards.
• Digital communication, content creation, digital safety, data literacy and problem‑solving with technology.
• Analytical and problem‑solving abilities to formulate operational recommendations.
