Economic Cost of Learning Crisis Consultant (5-month remote)

About the role

UNICEF is seeking a consultant to develop, test, validate, and document a country‑level analytical model that estimates the economic cost of the global learning crisis. The assignment will run for five months and is fully remote.

Key responsibilities

• Design and operationalise a methodological framework for estimating learning‑crisis costs at the country level.
• Compile, clean, and analyse international education and economic datasets.
• Build and test economic simulation models, conduct cost‑benefit analyses, and produce country‑specific cost estimates.
• Aggregate country results to generate regional and global impact estimates.
• Document the analytical approach, validation procedures, and findings in technical reports.

Required profile

• Advanced university degree (Master’s or PhD) in Economics, Education Economics, Development Economics, Public Policy, Statistics, Quantitative Social Sciences, or related fields.
• Minimum eight years of progressively responsible experience in quantitative economic analysis, education economics, public finance, or human‑capital analysis.
• Proven experience developing economic simulation models, cost‑benefit analyses, or macro‑economic analytical frameworks.
• Experience working with international datasets and conducting cross‑country comparative analysis.
• Track record of policy‑oriented analytical work and producing technical reports.
