Economic Cost of Learning Crisis Consultant

About the role

UNICEF is developing a global framework to estimate the economic cost of the learning crisis affecting millions of children. The consultant will lead the development, testing, validation and documentation of a country‑level analytical model that quantifies impacts on growth, productivity, public finances and human capital.

Key responsibilities

• Develop the methodological approach for a country‑based analytical framework.
• Compile and analyse relevant data, construct and test the economic simulation model.
• Estimate the economic cost of the learning crisis at country, regional and global levels.
• Validate the analytical framework and document findings in a comprehensive report.
• Aggregate country results to produce regional and global estimates.

Required profile

• Advanced university degree (Master’s or PhD) in Economics, Education Economics, Development Economics, Public Policy, Statistics or related fields.
• Minimum eight years of progressively responsible experience in quantitative economic analysis, education economics, public finance or human capital analysis.
• Proven experience developing economic simulation models, cost‑benefit analyses or macro‑economic analytical frameworks.
