Evaluation Consultant for UNEP Terminal Evaluation Project

About the role

The United Nations Environment Programme (UNEP) is seeking an experienced Evaluation Consultant to lead the terminal evaluation of its project “Implementing the Global Strategy for Sustainable Consumption and Production – EC 10YFP Phase III and Phase II”. The assignment will be home‑based with occasional field visits and will span up to 64 working days within a nine‑month period.

Key responsibilities

• Develop and submit an Inception Report (30% of total deliverable).
• Prepare a Draft Evaluation Report, including two performance‑rating tables and annexes (40%).
• Produce the Final Evaluation Report (30%).
• Conduct field visits as required to gather primary data and validate findings.
• Coordinate with the Evaluation Manager and Director of the Evaluation Office, ensuring alignment with UNEP evaluation standards.
• Present findings and recommendations to senior UNEP officials.

Required profile

• Advanced degree in environmental studies, development evaluation, public policy or a related field.
• Proven experience in conducting terminal or mid‑term evaluations of large‑scale UN or international development programmes.
• Familiarity with Sustainable Consumption and Production (SCP) concepts and the 10‑Year Framework of Programmes (10YFP).
• Strong analytical and report‑writing abilities.
