Evaluation Consultant – UNEP Mediterranean Sustainable Energy Facility

About the role

The Evaluation Consultant will lead the terminal evaluation of the UNEP Mediterranean Investment Sustainable Energy Facility, ensuring an independent, rigorous assessment of project outcomes and lessons learned.

Key responsibilities

• Draft survey protocols, develop selection criteria, and plan the evaluation schedule.
• Prepare the Inception Report and conduct desk reviews and in‑depth interviews with implementing agencies and stakeholders.
• Maintain independence and confidentiality throughout data collection and analysis.
• Draft, revise and finalize the Main Evaluation Report and an Evaluation Brief, incorporating feedback from the Evaluation Manager.
• Maintain positive, participatory relationships with stakeholders while safeguarding the evaluation’s independence.

Required profile

• Advanced university degree (Master’s) in environmental sciences, international development, or related field (or equivalent experience).
• Minimum ten years of technical/evaluation experience, preferably with large regional or global programmes and Theory of Change approaches.
• Good understanding of Nature‑based Solutions for climate and biodiversity.
• Knowledge of the UN system and UNEP work is desirable.
